    University
Hello, I'm a high school graduate of year 2013.
My situation is that I'm currently enrolled in a college program and after re-evaluating my goals, I really wish I had pushed myself to join a university program instead.
Throughout my high school years I never attended any 'applied' level courses only academic.. the real reason why I'm not joining university is because I didn't realize that my grade 12 timetable only consisted of 5 university credits (6 are needed) I took 2 spares and I also took a gym which doesn't include a university credit.

Aside from the story, my question and my interest for an opinion is if Universities have or often times have an option to join 'late" - late being early January when the second semester starts. I'd use the time until then to retrieve a sixth credit either by doing 12b or investigate in a program where I can achieve one online (I'll save that question for another time) and hopefully contact my university of choice and explain my story and begin early 2014.
I've look and have failed to find a proper answer, please tell me what you know.

First thing you need to do is get on the telephone and speak to the admissions counselor at every university you'd like to attend.(Be open-minded and pick a bunch). Ask them these questions. Yes, many take new students in the second semester, so get going and find out if you meet their criteria. Be prepared with high school transcripts. You'll need to email a set so they can decide your missing credits over the phone, and a sealed copy will have to be mailed if they decide to look further. Order them now to get prepared. You have some work to do, but this can be done.

Ben, TeacherJenn gave good advice and I just would like to add that when you talk to an Admissions Counselor you can ask them if their school has prep classes you can take. For example at a lot of schools you have to take Calculus, but if you are not prepared to take this class then you can take College Algebra I and II to prepare for Calculus. Also the school may let you take some non-credit courses to help you meet their admission standards.

Another thing is that some Colleges will allow you take a certain number of classes(like one or two) without being a matriculated student. So this could be one way to get the credits you need to become admitted.

Where is this at, since I am confused at the terms, college and University, which at least in the US are basically the same thing, at least at first year students.

So I have to assume this is somewhere, other than US and Canada ?

    Where is this located ?

In the US, each university or college has its own admission requirement and many have classes you can take, to make up a absence of some lower level classes.

Many students in US, take JR college for one or two years and then transfer to a college or university.

    Please explain where you are
