Harley re-start procedure after 1 year down.

So far I've been told to remove plugs, shoot some WD 40 in the cylinders, and crank until oil is flowing back into the sump. I'm also sure the tank will need cleaning. How do you clean the tank? Anything else?

My 2006 Harley sportster will not start. The speedomoter light turns on and appears to run in reverse for a few seconds. No other lights turn on at all. The battery and fuse are OK. It appears that the battery arched some how because the negative post has some burning. Any suggestions?
