Ok I can't remember much, but here goes. It was about a kid that was transported (or dreaming of) some kind of prison or whatever and there were two slightly older teenage agents trying to rescue him and the other children there, it was ran by three or four bad guys one of which resembled a fish or something, that's all I can remember it was from the 90's era, please someone help me??

Jacob Two Two Meets the Hooded Fang

There are two versions: 1976 and 1999

A young boy strives to be heard and is nicknamed "Two-Two" for having to say things twice. One day, he decides to buy groceries for his parents. There is a misunderstanding by the clerk, so Jacob finds himself in court. He is sentenced to two years, two months, two weeks, two minutes and five seconds in the Children's Prison hundreds of miles away from civilization.
It is a dark, dirty dungeon-like place where the children work and are kept in cells. There are the three head characters: Master Fish, a fish/human; Mistress Fowl, a birdlike woman; and the Hooded Fang. They also have green henchmen who spray "slime resistors" at the children to prevent them escaping. Two young agents try to help him out, as the children also come up with a plan for escape.

I haven't seen the two films for a long time, but I do remember Gary Busey being a lot of fun as the Hooded Fang.
