Evict him just like a renter.

Of course making him sleep on couch ( I am sure girlfriend is no longer sharing a bed)

So when you call the police, and show them the drugs, they don't arrest him?

By allowing him to move in, he has become a tenant and needs to be evicted according to local laws (ANY question on law needs to include your general locale as laws vary by area. ) Give him written notice to vacate, then follow it up with an eviction order.

If he gets violent call the police and ask for a restraining order.

Hes 18 and he was drunk when we called the cops. They couldn't do anything but tell him to stay in his room.

Ok you give him 30 days notice to vacate. If he doesn't you go to court for an eviction order. If he gets violent call the police and tell them he is violent and threatening. Don't ask them to remove him from the apartment ask that he be arrested so you can get a restraining order.
