In order to help you we need to understand why you don't have custody of the 17 year old. Why does his grandmother have custody of him?
There is a lot to this story that you are leaving out.

17 yr old son was placed with his grandmother because his real father got caught with child porn and his mom the grandmother who has custody lived 15 miles away from him and I live 100 miles away from them. Son wanted to stay with her and has for 2 yrs but now he turns 18 in 5 months wants to live with me to go to school here and not go back home with grandma

There is nothing that will be done that fast, it would take more than 5 months to get a hearing.
So he goes back to grandma ( it was his choice) finishes school there, and can come back to you after that if he wants when he is 18 and has finished school there.

CPS would investigate, perhaps order a home study, they may decide home needs home visits, in 6 months to a year, they may make ruling

I've split your posts into 2 threads, this one involving your 17 yr old and the other your boyfriend's 7 yr old. ( https://www.askmehelpdesk.com/family...se-758231.html)
Hopefully this will help clear up the confusion.
So you are the mother of the 17 yr old, his father had custody, but lost it for some reason and because grandma was closer and you weren't contacted, she got custody.
Unless you can prove abuse or you can get grandma to agree, you have to return the minor child.

Have you tried the voice of reason with the grandmother?
Thousands of children that age and younger just run away. I'm sure she doesn't want that. What's her objection, if she has one, to him staying with you?

The two threads were merged then split apart as they have to do with 2 different children in 2 different situations. This thread is specific to the 17 yr old, the other thread to the other child.
