    Whose fault was this accident?
    I came to a median intersection with no light to make a left turn. I saw incoming no traffic so I took the left turn into my complex. Another car was making a left out of the complex, to head in the direction I was originally heading, and apparently didn't look ahead to see my car. That car hit my back bumper on the driver side and hit it right off.

    I think the person lives in the same complex, I need to know whether it is my fault or theirs, because my car took the damage, and I want to know what will happen when I go to my insurance company.

    I would have called the police right then and there...

    The insurance company or companies if you find them and can prove they were involved will have to do their own investigation lacking any police report to back you up.

    But in a general sense... people pulling onto the roadway are required to yield to those already in the roadway. Which would have made it their fault.

    I guess I should go into this more. The person kept going. After putting moving my bumper from the side of the road I got back in my car and chased them down, but wasn't sure who it was as there were similar cars here. I'm fairly confident that the person lives in the complex so tonight I'm going to look for the vehicle with the marks of mine on the side.

    You still should have reported it as a hit and run to the police.

    As noted, someone exiting a driveway needs to yield to someone coming in. On the other hand, you were apparently concentrating on traffic in the road and not the driveway.

    However, the other driver's failure to stop is going to weigh against them.

    Bottom line is you report this to your insurer and let them do whatever they need to.
