We r remodeling the master bath and I removed the old toilet and dumped the water in the shower when doing that I turned around to see water rising to the top of the toilet flange is this normal

Brand new apartment with brand new toilet and piping. Water level rises too high at times to where a little bit of the flush overflows. There is no clog because once the water reaches the top of the bowl it always flushes. How can I fix this?

When waters drains in our kitchen sink, dirty water rises and fills the bathtub and toilet in one of our bathrooms. Does anyone know why this would happen and the least expensive way we could go about fixing it? Any info would be extremely helpful.
