The police can't be everywhere. If you know of a street or intersection that is particularly abused, report and they will usually set up a watch for a while.
To truckers time is money, so the risk/reward of pushing at traffic limitations can be great.
But how do you know that they are rarely ticketed? Have you sat watching an intersection for a period of days recording violations? Making such a general statement based only on your impressions is dangerous. Police will ticket violators when they see them. From my experience they tend to target truckers more. For example if they see a car and a truck going at the same rate of speed, they are more likely to pull over the truck than the car.
