So why are you asking? Having sex with a child is wrong, whether its legal or not. There are more consequences that just be jailed.

It is possible, but sometimes the courts will do other punishment, probation, counseling, and more.

The law doesn't seem to specify what the crime is if the female is under 14 (http://rgd.legalaffairs.gov.tt/laws2...pdfs/11.28.pdf). So the close in age exception may not apply in your case.

So the question now is what do you want to do about it? Can you prove the sex act occurred? Do you want the boy jailed? If so, you go to your local police and report it. Let the prosecutors decide if they have a sufficient case and want to prosecute.
