In the UK the relevant law is the Sexual Offences Act.
Penetrative sex with someone aged under 13 is defined as rape whether consenting or not.
Whether the 13 year old will go to some sort of youth 'prison' or not, or for how long, or how many years he might be on some sort of parole or program, will be a decision by the court.
Just some additional information:
If a child aged 13, 14, or 15 consents to sex it isn't deemed rape, but you are guilty of 'sexual activity with a child.' Sex with a child aged under 13 is always rape. Although the phrase is not used in the law itself, this is often called 'statutory rape.'
If two 14 year olds have sex they are both, theoretically, guilty of sex with a child. But in this kind of circumstance prosecution is unlikely. Note the HUGE difference between 12 and 13.
