And also there are no custody papers because they expired so if my mom comes and gets me from a public place can my stepmother or dad report me as a runaway can I get sent to juvenile please help

Custody papers don't usually expire. What makes you think they did?

If dad has custody, then mom has to apply for a modification of custody. At least that's the way they do it in most jurisdictions. But laws do vary by area.

Um.. if I were you I would just sit down and talk to your stepmom and dad about this and see if they would let you move with your mom. Tell them why, and be calm with them. Don't be rude, and just talk to them. Tell them how you feel, and maybe they will consider letting you go and stay with your mom.

Do the papers have an expiration date? Again, I don't believe that custody expires. If you move in with mom dad can get her in trouble. Best for mom to go to court for legal custody.
