The legal experts will need your general location (state, province, etc) as laws vary by state.
How long has your sister been there?

And your general area? You don't have to give a street name, or address, in fact, we wouldn't allow that. Just your general area, State, Province, country, etc. Laws vary by location. I could give you the laws where I live, but unless you also live in Alberta, it won't help you. ;)

From what I've found online, there's no reason you can't ask her to leave. She's only been at your home for 2 weeks, therefore she hasn't been there long enough to establish residency, and become a tenant.
But, I'm not a legal expert. Check back, hopefully one of the legal experts on the site will come along and give you advice. I can only go by what I found online, which is not always reliable.
Check back often, we all volunteer here, so it can sometimes take a few days to get an answer from someone with expertise in your forum.

What DSS case?
They are not tenants in most landlord-tenant court decisions until they have been there at least 30 days and are getting mail there and have various possessions there. So right now they are just unwelcome guests, and you tell them to get out or you are calling the police to report their drug use. You can also get a restraining order for the same reason. If the police say they won't escort them out, then you have to evict. Start by giving notice in writing to vacate the premises.
