    I have a 3way switch that only allows the other 2 switces to work when in the up posi
    I have a 3way switch that only allows the other 2 switches to work when in the up position. I replace that switch (4) wire switch. Still the same problem?

    That sounds like a 4-way switch. Tell what you are doing.

    Has it always ben like this? If so the traveler was not installated correctly and that can be a bear to change once a house is completed

    Yes, you have a traveler mixed up with a common at one of the 3-ways. Or the sets of travelers at the 4-way are crossed.
