My mom and dad live in a senior living park,(in so cal) they have this man that lives with his mother in the park who has been harassing a lot of the people living there(driving through the park honking his horn in front of their homes, spitting on their cars and mailboxes and what ever else around,swearing at them, and giving obscene gesture's). He even flips me and my grandson off when we go to see my parents. (Does not like us either reason unknown). I have a lot of friends in the area that he sea's me at their homes and he has started spitting on their cars and trucks also ( drives around in a handicap scooter, he's not handicapped). Now he has found out where I live and he is now driving his scooter by my home and spitting on my cars. Is there anything anyone can think of to stop this? My parents have had lawyers and called police but they can't stop him. Any ideas?

I don't know why the lawyers didn't suggest that your parents sue the park owner. He OWES them quiet enjoyment of their property. That's what I'd do. I'd also be in touch with the CHIEF of police if his underlings can't enforce the law.

Those things MIGHT take care of it... Don't lay back...

It's a Resident owned park, the HOA has tried to do some things, but the amount of money they have to pay is imposable

You can get an inexpensive small video camera. Carry it with you always. Whenever he shows up start filming. When you get enough film take it to a lawyer to file a restraining order.

Also get all the other park residents to petition the HOA to do something. This is part of what their maintenance goes for.
