    In a second floor bathroom the toilet and shower don't have water running to them but the sinks do,are there shutoffsfor the toilet and shower?

    There is always a shutoff for the toilet... just under the left side of the tank.

    There can be shutoffs for the shower... usually behind an access panel behind the shower valve or the shutoffs could be behind the trim plate of the shower valve (shutoffs look like slotted screw heads).

    Did water just stop working to these fixtures or is this a new building to you?
