Central is not blowing

My coleman central air unit is not blowing the big fan outside is spinning and has ice built up around the connectors on the bottom but inside nothing is blowing

The central AC working, when blowing fan works, cool air comes out, but central blowing fan only work couple seconds then turn off. Then two or three seconds late turn on again. I change fan setting to On or Auto, same problems.
