I have been having chest pains on and off for about 24 hours. The onset, I had blurry vision, and then became very tired and dizzy. The pain was the whole middle of my chest and my RIGHT arm was uncomfortable not my left. NOW, however, I don't feel much pain in my arms, it comes and goes, but the pain in my chest is like tight or heavy not too painful.. worse when sitting. Feels like there is something caught in my throat too.. woke up very dizzy today. The pain lasts 20 minutes or more sometimes and then goes away for a bit. It comes more frequent now... is this a lung issue? Or heart? I am a 31 year old Male

You should be heading off to seek medical help. We can't diagnose this online and you're taking a chance by not doing anything about it if it turns out to be serious.
