If you have to have a virgin, pay a huge dowry to a little girl's parents to watch every move she makes for the next 15 years until you can marry her. Her hymen might have broken anyway, and she might not bleed, and you still won't have proof.

There is no proof. There is no way to know if she is a virgin or not. And they don't have to have surgery, there are a artificial one that can just be implanted prior to sex.

NO.
There is never proof of virginity, because the hymen is the only possible proof, and it can break on it's own. Some hymens are very thin, some are thick, and they are all different shapes and sizes. There is no way to know! That's why some cultures still sew up a young girl's labia and leave just a tiny hole to urinate, a horrible operation with many problems and pain.
Creating a new hymen with surgery? You want to take her to an expert to be examined to see if she had the surgery? I don't know if that will even be possible. Some 'expert' will take your money to say yes or no. You want to examine her yourself? Feel free. This is so ridiculous. Like I said, arrange a marriage with a 5 year old and wait for her to be of age. And even then, she might be a virgin by then, she might not. It has been this way for thousands of years.
