    Inductance I think?
    I want to take a small amount of electricity from say a very small solar panel and stup it up to be a higher voltage. How would I go about doing so. I am not an electrician by any means I don't know much about it to tell the truth so an uncomplicated answewr would be great. Maybe a point in the right direction, I know this is a kind of complex question.

    Solar panels produce DC voltage. You can not transform DC. So, you invert it to AC, transform the AC to higher voltage. Realize that with any given AC voltage, as the voltage increases, the amperage decreases. So, if you think you can derive lots of AC power from a solar cell, you are wrong. In fact, solar power is a bit of a misnomer, it should be battery power because all. "solar powered " houses really get their power from batteries and the solar panels just charge the batteries.

    Thank you for the help.but just to clarify I'm not looking to make a huge amount of electricity. I more than likely won't be needing even 12 volts probably even much less than that

    Yes... you can transform DC. I do it all the time.

    You cannot put Dc into a transformer and get out higher voltage DC. Even the charge pump you recommended is a converter,which is what I basically suggested.

    Be aware that the solar panel you are using is only rated for a certain power or
    Wattage... whatever you wish to operate will need to be rated at less than the solar panel or you will not be generating enough power regardless of how you adjust the output voltage...
