    Whining noise in basement pipes
When I flush and the toilet fills or when I run the water in the bathroom sink or shower, my basement pipes whine loudly. I tracked the whine to the pipe coming into the basement from the street, I clamped the pipe in several spots to insure it would not vibrate, but it still makes the noise. I turned the valve at the base of the pipe where it enters the basement and if I leave it closed 2/3rds the noise stops. What can I do to rectify, please help. Thanks

Sounds like your main pressure regulating valve is going bad or sticking. With the sound evident, lightly hit the valve body with a hammer. This will sometimes work. Nect, Loosen the lock nut on the PRV and with water running, turn the adjusting nut back and forth a couple times. If you have to replace it, make sure to get the same valve and it is usually a fairly easy job.
