    Yes, It is a false ID, in the US, but where is this at, There are many laws in different nations. Many crooks use fake ID, they never make the real ID, just photoshop them on computer to email out

    Is it under another name ? From another country,
    What purpose do you have one or know someone that has it.

    If it is not a fake of a real passport, there are some groups that issue them from "no country" they are citizens of the world, so they are not fake, they are just not valid from a country.
