No cold water pressure to first and second floor bathroom sinks
I have no cold water pressure to first and second floor bathroom sinks and toilet tanks are not filling. Have checked that all valves are open and cannot find any leaks in line to first floor bathroom. Plenty of hot water in the bathrooms. The cold faucet on the sink in the first floor bathroom is leaking at the base. Could this possibly be causing all these problems. These fixtures are clearly all on the same water line. Thanks for any help
