My Father Past Away and my uncle has his ashes and won't give him memorial due to ill will towards my father I think that my uncle should stop childish and do what my father wanted . My father wanted a memorial and never to be cremated but its to late about cremation and he wanted his kids to be take care of . Now there are 3 other siblings of mine in which I'm trying to find and then I'm the youngest wouldn't that make us kids next of kin so legally can't I get my fathers ashes somehow to give him proper memorial ? And how would I go about that?> also does anyone have any sugesstions on how to find my siblings so they can know about our father?>

A memorial doesn't require his ashes, that's a burial. If you want to have a memorial for your father, there's nothing stopping you from doing that. You don't need to have his ashes in order to do so. Just arrange a memorial, invite the people you want to invite, and fulfill your dads wishes.

As for your siblings, why do you have no contact? Do these siblings have a different mother than you? When was the last time you had contact with these siblings? Start with your family, ask if anyone knows where your siblings are. That's your best bet.
