Looking for a 80's teen movie in which:

Two boys were brothers or friends, one was going to a party and had to reluctantly take the other. Most of the movie is them trying to get to this 'great party'. They drive for awile but something happens to the car and they end up walking. Finally they get to the house only to find that the neighbor across the street has already called the cops and sent everyone home. The girl whose house was hosting the party lets them in. one boy goes upstairs to make it with the girl the other drinks liquor and barfs in her dads favorite chair. Some bully shows up and starts a fight. Then the girls dad comes home and kicks a lot of peoples butts.

The 'neighbor' across the street was someone famous. I can only remember that I think he used to do surf movies in the 60's. He's short and has boyish good looks. Also they used his real name in the film. I think it may have been
Frankie Avalon.
