You need a bra when you start to jiggle, not when you reach a certain age. Bras aren't cheap, so respect your mother on this - but some mothers wait too long, so start saving your allowance or get some babysitting jobs if you think she won't want to buy one when you think you need one. What do your friends say about it? Do they think your boobs show?

It depends on your development. I wouldn't say when you start to "jiggle" because it depends on how you develop. Some girls start with mounds, others with buds. So it depends on what is showing.

If you are uncomfortable with what is showing, then show you mom and ask again.

I don't understand the part about you can "fully fit in a 28AA but its small for me." You either fit or you don't.

If you don't know if you need a bra, you don't need a bra.

I always gauge it by nipples. If your nipples are showing through your shirts, a training bra or a tank top or camisole under your shirts would be needed.

But it depends on the mom. If your mom feels you are not ready, then you are not ready.
