I have no idea what you mean by "fostering" or where you are. If you are 20 you are an adult in many places and don't require/qualify for "fostering."

What is the rest of the story?

Adoption is a legal process. ANY question on law needs to include your general locale as laws vary by area. But most areas do not allow an adult adoption.

    What is behind this?

This makes no sense - you STILL haven't told us where you are.

Someone wants to adopt you but without your mother signing any paperwork?

If you're an adult the person can adopt you without your mother's consent.

Of course, I don't know where you are so this is a guess.

What is the purpose of the adoption?

At 20 you are most likely an adult and don't need an adoption. You should be able to move out of your mother's house any time you wish to.

Don't you understand? You are an adult. You don't NEED to be adopted. At 20 you are free to do whatever you want. If you don't want your mother's name, go to court for a name change. But you are too old to be adopted.

In some Countries an adult CAN be adopted - usually for purposes of inheritance.

The UK is NOT one of those Countries.

J9 has it right - change your name if that's what you want. Live wherever you want to live.
