    Would a problem with the neutral bar cause some dimming of lights
    My neutral bar is slightly corroded and I had it cleaned I have problems with the refrigerator coming on and either dimming lights or electric kicks off for a few minutes but comes back on without blowing a fuse

    I guess it's possible, but this could be a result of other problems as well. You might want to list some more specifics so that others can better answer the question. Does this only affect one circuit? Or multiple circuits? Is the fridge on it's own breaker/fuse or does it share a circuit with other appliances? Do other appliances cause the same problem? You also may want to add any additional information you know.

    The neutral bar is corroded? Where is your panel located? If the neutral bar
    Is corroded there may be other issues that just don't stand out...
    If you are having a continuity problem with the neutral bar you can have intermittent fluctuations of voltage.
    This kind of problem can become severe... find a good electrician for a first hand opinion.

    If your panel is in a damp location, consider relocating it. Either way consider replacing it. 100 amp GE panel at Home Depot is only $100 or so.
