Can the white wire be used as a hot on a light switch?
Can you run a single romex line from a light to a switch and use the white as hot?

Do you mean running the power to the light fixture first, then running a piece of romex to the switch from the light fixture? Yes, you can. However, you need to wrap a piece of black electrical tape around the white wire in the light switch box, to mark it as being a hot wire.
