The laws on Eminent domain, which allows you to claim the property after having used it as your own. So what country you live in, and if the US what state makes a difference,

Is this property attached to your property, Is there a house on it. What are you doing on the lot, have you put anything on it ?

No. Eminent domain is for a government to take property which doesn't belong to it.

Any question on law needs to include your general locale as laws vary by area. The term you are looking for is adverse possession.

However, simply keeping the lot clean probably will not qualify you to claim the property under adverse possession laws. Someone is paying the taxes on that property (probably), therefore its not completely abandoned. Otherwise it may have been sold at a tax sale long ago. In fact, your cleaning the lot is probably preventing the local government from sending the owner summonses for not caring for the property.

The first thing you need to do is find out if the taxes are up to date and who has title to the property.
