    Should be 24 volts. Look for possible bad transformer, low input voltage to unit from main power panel. Loose neutral wire on 120 volt input or missing let on 230 volt input with transformer going to ground to get a 120 volt feed.

    Thank you for your response ,changed transformer same results ,wondering if need to run a 220 line it's a ruud RHLL HM4821 JA ,going to look over neutral wires like you said ,main supply now is 115v still should get 24v am I correct thanks again
