There are such visas: the "F" visa for students and the "J: visa for business trainees and interns allow people to work in the U.S. and pay taxes ONLY on U.S.-sourced income, both as a matter of U.S. tax law and under the various tax treaties.

However, the WORK visas (E for Europe and Australia; H and L for the rest of the wrold) ALL have the world-wide income requirement attached to it once you meet the residency requirement of meeting the Substantial Presence Test.
