I'm trying to figure out the name of an anime that I saw a long time ago on an American TV station. I only caught part of it and never got the story, so the details that I do remember are kind of vague

All I remember from it is that the main character was a guy who I think wore all black and would slip one shoe off and use his toes to hold a blade that he pulled out of the back of his other shoe. At one point he kills someone by giving them many small cuts and knocking them into the ocean where the salt water makes the cuts bleed more profusely and kills the person. There was also a lady that was part spider and could spin a web. Finally there was another woman who I think had a large tiger tattoo on her back (I'm not entirely certain about this fact).
