Dating in the state of Nebraska
Is it illegal for a 16 year old that's going to turn 17 in December be dating a 22 year old who's turning 23 in July. Both of the parents know they are dating and both parents say its okay? They also live in the state of Nebraska.

If all parents agree, then dating is okay, but there can be no touching while clothed or unclothed (state law). But why would an adult man want to date a young teen girl? Sounds very fishy to me. They are in two different worlds, two different stages of development.
