    If you have a offense on your background and moved to another state...
    My friend has an offense on his background and now he's moving to Iowa cause he said if he goes there the offense is no longer on there and its like he has a clean slate again

    Nahhh... A background check will include ALL 50 states. And, if he gets into trouble again, it'll be a SECOND offense.
