A false negative can happen if the person doesn't follow the directions exactly, and many women don't. They're so eager to take the test that they don't read that first morning urine is the best time to test, or that they have to read the test within a certain time frame.
Other reasons are tests that are faulty, expired, etc. It could also be too early to test, which I believe is what happens the majority of the time. If there's not enough hcg (which is the case in very early pregnancy) the test won't register a pregnancy, and you'll get a negative even though you are in fact pregnant.
If I had to guess, and sadly, that's all I can do, I'd say that it's just a bit early for you to test. A faint line means that hcg was detected, but not a lot. If you wait another week, even two, and test again, I'd bet that you'll get a stronger positive result. But, a blood test is more accurate.
