    The majority of which (including the chairperson) shall not be public employees
    What does this sentence mean:
    The Board shall consist of 15 persons the majority of which (including the chairperson) shall not be full time government employees.

    It means you MUST have 8, or more, people that do NOT work for the Government.

    No.
    The Chair cannot be a Government employee, hence the reason it was specifically mentioned.

    Not if (s)he works full time for the government.

    But I'm curios, Mwolsh, what part of this is not clear:

    Seriously. I don't mean to to criticize, but how could it be any clearer?
