    Pass on the costs to who? Do you own the apartment? Why did the contractor not clean when the work was finished? Or the landlord if you do not own it?
    If it is yours, I would expect that the construction crew should clean up the mess. Final cleaning , I would think, would be done by you. When ever I have done a project in a customer's home, I always did the necessary cleaning, It was part of the job as far as I am concerned.
