Have 3 wires only going to the wall switch a black , white and ground that operates a wall plug. Have already ran a new wire going to ceiling fan. How do I wire the switch to operate the ceiling fan while making the plug in the wall both hot as the plug is only hot when the switch is on

Right now you have a switch loop at the switch. This means a hot in and a switched hot back to the receptacle. There is no neutral.

You need to re-wire at the receptacle so that the line to the switch becomes a constant hot. This will give you the feed you need for the fan and make the receptacle always on.

Is only one receptacle switched?

Yes only one but could you please explain in plain english .I was told to wire the 2 wires going to the switch together to make the plug hot at all times. I have already pulled a new 14/2 wire to run to the fan down the wall but not sure what hooks up where

My above reply is about as plain English as it gets.

If you need a detailed wire-for-wire explanation of what wire to connect to what then maybe you should consider having a pro come in and finish up and make sure everything is correct.
Just making it work is not the only goal here.
