I have gas / electric stove, called DUAL FUEL, it is asking for a 240/208 volt outlet for the electrical part, what does that mean? Is that a regular outlet?

It is not nearly a regular household receptacle or circuit.

The specs for the circuit depend on the rating of the oven. Dual fuel only tell us that it uses both gas and electric to heat.

You need to give the specs of the oven to your electrician so that he can run the proper circuit.
