    Who is at fault?
    If two cars collide and there is a paint scratch on one car from the other who will be at fault?

    Paint scratches don't point out who was at fault... there needs to be more information.

    The one who did the illegal or unsafe behavior is at fault. Paint or no paint or scratch mean nothing
