    Once on Interpol "red" wanted list are countries without extradition laws also obligated to arrest/detain/extradite?

    Obligated no... but they frequently will because of Diplomatic consequences if they don't. That's not going to prevent the authorities that want you from coming and taking you out anyway without the formalities... happens all the time.
