Frankly, I understood very little about what you posted. Something about the police called in to enforce code violations and threats against you? How is that all related?

As for the fall, if the homeowners were negligent and created a safety hazard that contributed to your fall, then yes you can sue.

Doesn't have to be. This paper is what they are required to give you before they sue you.

First, plan to move out. But also, you should contact a personal injury lawyer in your jurisdiction. Most PI attorneys will take a promising case on a contingency. This means that you don't have to pay their fees unless they get some money for you.

Can you sue them, you rent bottom of house, so you have no business on the stairs then going upstairs. Next if they own the home, of course they can move and do repairs to the home, including the stairs. It sounds like a lot of sour grapes to steal a term, you were calling code enforcement and police on them for trying to do repairs in their home.

To be honest after all of this, their defense will be you are faking it to attack them after your harassment. But what injury do you have, do you have any witness ? Have you had the stairs inspected to prove they are unsafe ? Have you made a claim against their home insurance, have you notified them of the damages to askthem to pay
