    How should I do this?
Well to cut a story short. I really like this guy but I think he thinks I'm playing games with him. He has been divorced for three years now and I know he has some insecurity issues which I guess I do too. Well I want to tell him I like him and just want to know what is the best way to approach it. Also what is the difference between determination and desperation.
    Thank you

Why do you think he says that you are playing games with him. What does that mean?

As to the difference between determination and desperation, I presume you mean in your approach to this man? Or how he sees you?

If he sees you as determined, that probably means he feels pressure from you to become more involved, and you are maybe trying too hard. If he sees you as desperate, maybe he is unsure of your motives and does not trust you.

If you have not come right out as you said, and told him that you like him, he is probably wondering if you do, or you don't.

I'd say that it is time to sit and have a talk with him, and tell him how you feel, and find out if he feels the same.

Two insecure people is a tough one to began with, trust issues on both sides and they will have to be overcome. You tell him and see how he reacts, but don't get your hopes up. How long have you been dating? Maybe you are moving to fast, and he isn't ready for what you want.
