Have you tried a restore point prior to installing Kaspersky? {assuming your running xp]. If a restore point will not work here is the link you need to follow to fix this Error Message: Windows Could Not Start Because of a Computer Disk Hardware Configuration Problem
A complete reformat should be the last choice not the first

Just to follow on from Savage's advice,
If a restore fails then a repair install may be in order:

Here's the official Micro$oft way of doing it,
And Here's one with screen shots.

Basically this installs windows over the top of your current setup.
So you don't loose any information you already have.

    Signal,
All you have done is installed another copy of XP.
It's now time to cut your losses and completely rebuild your machine.
You need to format your drive and start over with a clean install.

Next time you have a similar issue, listen to the advice you are given, rather than making it up as you go along and compounding the issue.

    Signal,
You told that the problem started when you installed Kaspersky. Kaspersky is one of the best AV system available in the market and I dont think it will suggest you to delete a system file. Usually this type of messages are appearing on a system which was upgraded from Windows 98 or Windows Millennium to Windows XP. Ben has given you a clear advise not to do something with the system without checking with someone who can help you.

Here is a Microsoft Support link to sort out such error messages.

Error Message: Windows could not start because the following file is missing or corrupt

If it is not solving your problem then you have to follow what Ben has told in his last post

    Hi shaved,culyben,TheSavage :
All you have said is repair another my prvious XP ,But my xp isn't repaired,I don’t upgrade to Microsoft Windows XP from Microsoft Windows 98 or Microsoft Windows Millennium, and I sure with installing Kaspersky and choosing option delete of yellow message this problem is occurred.( these message said *.dll not a virus .)
    On your opinion,what do I?
At first I have win xp and 98, but virus Newfolder.exe can damage my both of win,it was impossible to install Kaspersky in win xp (because of Newfolder.exe) and then I install Kaspersky in win 98. With choosing delete of yellow message I can't log on in my xp.( because of above error in previous post)
And now I have a important folder in xp .with installing new xp and use recovery software I can't recover my folder.
Please tell me a recovery software that able me to recover my folder in new xp.
    Thanks a lot.

    Hi Signal,
Did you try the repair install of Win XP. If you do a repair install you will not loose any of your folders. Ben has given the link of Microsoft support in which a clear way of doing the repair install is narrated. I am sure your folder is still there and you will be able to get it back. Repair install is the right way to get back your folder. If you have installed Kaspersky in Win98 then there is no possibility of Kaspersky to delete the file from XP.

Did you try opening your PC in Safe Mode? Try it and get your folder safely to another drive or floppy first. Then think of re-installing XP. Better to try the Repair Install to avoid any loss of data.

I would like you to try the following:
This is a common problem when running Windows XP in a multi OS environment. The hal.dll file is not missing, the boot.ini file is incorrect.

copy the missing file from \WINDOWS\ServicePackFiles\i386 folder and replace the one in the \WINDOWS\system32 folder
