My chiwa has given birth to 4 puppies the first one was legs first and not breathing we tried for 20 minutes it died then I rang the after hours vet she told me to help with the others 3 are here and look great however it has now been 2 and half hour since the last one I rang the after vet after 1 hr and she said if she is calm as she still is just leave her she will have a rest . I am very worried now as she is calm however she is panting I don't think the vet wants to go to the clinic what should I do?

2 hours is the benchmark we leave b*tches for, any longer and they go to the vet whether they seem stressed or not. If that vet seems reluctant to come in then I would try another, even if they aren't your regular vet.
Most likely the vet will palpate and feel for pups and check whether the next pup is breech or not. If the pup is in the correct position and things aren't moving along then usually a shot of oxytocin is given to speed up delivery. After that unfortunately comes a c-section.
If/when you take mum to the vet just pop the pups in a box with soft blankets and make sure mum can see them the whole time to avoid stressing her further.

Thank you shazamataz their was only two after hour vets and I'm so thankful one of them helped at 3am
