T-550 leaking quarts, replaced twice

I have a legend T-550 hose bib that leaks far more then a quarter cup of water, more like gallons. It has been replaced twice by a licensed plumber. He has replaced the valve, he has replaced the inner workings of the valve.. No luck Tom... From Mass.
