It is not illegal to talk to someone. However, if you are dating him you need your parent's permission.
However, I have to question why a 23 yr old is having any sort of romantic relationship with a 16 yr old. You need to be very careful as his motives may be suspect.

Because I don't act like a 16 year old. Im too mature for a 16 year old. I also have a baby on the way but its not his. And Love is Love; Aqe shouldn't matter, &I have parent permission.

Age does matter, 23 year old is looking for sex of course, he knows you have a baby so you were having sex at 14 or 15 , so he knows he will get it also in a little time.
Parents don't care, since they are obviously bad parents who have not taught you proper morals and are looking out for your safety.
23 year old men who go after young girls are pedophiles by every meaning of the word.
So after another baby and he takes off, someday perhaps some common sense will hit you.

Unless you are educated, employed and have your own apartment at 16 I don't think "mature" people have a "baby on the way," a child which will be supported by probably her parents and the State with a few cents thrown in now and then by the father.
What is your definition of mature?

You are 16 and pregnant and are now involved with a 23 year old man via the internet? If you have your parent's permission to be involved with this man why are you online asking if it is illegal or not? This doesn't make sense to me. Also, even if your parent's were to give consent to you seeing this man, that does not make it legal. I am not sure what the age of consent is in the state you live in but even it you are old enough to see this man you shouldn't. You need to get your life in order and you say you are "in love" but you haven't met this person or have any idea what he is like in person. How can you say you are in love? You say you are mature for 16? I beg to differ since you got yourself pregnant at 16 which shows your lack of maturity (unless you were sexually assaulted which I hope not) because you should have used condoms and birth control. Actually you shouldn't be having sex at 16. Because of your actions, you and the boy who got you pregnant now have a life-long responsibility to your unborn baby, even though you are still a child yourself. My advice to you is unless your parent's plan on supporting you and your baby until you graduate school and can get a job and your own place, give your baby up for adoption and get a proper education.
