    I have a cell number and want to know who it belongs to.
    Want to know who my kid is calling. I have the number but not the name.

    If you have the number, then you call it. You are the parent, you run the shots.

    If it is your child, have them tell you, take the phone away from them and call the number, and if there are issues with the phone use, just stop the use of the phone. One has to remember who the parent is.
