I don't know when this film was actually made but I remember it from my childhood growing up in the 90's. The film opens with a house made of logs, there is a man making toys and he hears voices ( elves in his house) there is a reindeer out side his house and I cannot remember the name of the movie(although I thought it was 12 days of christmas because I am sure this song is featured in it), and I remember other part that were on the same video but my have been a different movie. There were two children, people who made weather and kept it in bog warehouses , a hot air balloon and two wizardy type people, one made thunder and the other made lightening. If anyone knows the name please help me out it has been annoying me for years.
