    He must have provided some sort of service for pay to someone - perhaps he acted as a contract employee? Who is the 1099-MISC from?

    Also, it would be nice to know HOW MUCH income is being reported, and in which block of the Form 1099-MISC is the money be reported.

    Block #7 is for "non-employee compensation, which means the income is subject to BOTH federal income and self-employment taxes.

    Assuming there was no mix-up in terms of name and SSN, your boyfriend must have done some type of contract work for the state of Illinois. He will have to complete Schedule C (and probably Schedule SE) and file it with Form 1040. If that is his ONLY income, he will owe ZERO income taxes, because his personal exemption ($3,700) and the standard deduction ($5,800) far exceed the $2,000 on the Form 1099-MISC.

    BTW, is it possible that the Form 1099 is in fact a Form 1099-G? If so, then it is either a report of his 2010 Illinois state tax refund OR it is what he received in UNEMPLOYMENT COMPENSATION for 2010.
